Later today, the Senate Public and Municipal Affairs committee is scheduled to hear testimony on House Bill 1582. The bill passed the House on a voice vote early last month. It would prohibit New Hampshire from participating in the National Identification Card program established by the federal Real ID Act of 2005. Melissa Ngo is staff counsel for the Electronic Privacy Information Center. She tells NHPR's Mark Bevis that as significant as a national i.d. card is, the issue was never really debated in Congress.
