Franklin's Tax CapBy Laura Knoy on Thursday, June 22, 2006.The city of Franklin just passed its budget and kept it under the tax cap, which limits budget increases to the rate of inflation. The tax cap has been the subject of much debate lately, with some advocating for a loosening of it's restraints while others want it to be left alone. We look at the tax cap, why Franklin is one of the few cities that has one and the pros and cons of working within it's limits.
